The Government of the Republic of Trinidad and
Tobago has received financing from the
Inter-American Development Bank (IDB) towards the cost of the
Global Services Promotion Programme, and intends to apply part of the proceeds
to the engagement of an Information and Communication Technology (ICT) Consultant
to provide substantive expert technical ICT advice and
support to ensure that the GSI Hub is outfitted with the leading-edge
technology and ICT infrastructure to support the delivery of the expected
results and services in accordance with best practices and international
standards.
The Ministry of
Planning and Development now invites eligible individuals to indicate
their interest in providing the Services by submitting their cover letter and
curriculum vitae detailing information demonstrating that they have the
required qualifications and relevant experience to perform the Services in
accordance with the Terms of Reference
and using
the curriculum vitae format (available at http://www.planning.gov.tt). Requests for information can be submitted to

Individuals will be selected in accordance with the procedures set out
in the Inter-American Development Bank: Policies
for the Selection and Contracting of Consultants financed by the Inter-American

TERMS OF REFERENCE
INFORMATION AND COMMUNICATION TECHNOLOGY CONSULTANT
PROJECT: GLOBAL SERVICES OFFSHORING PROMOTION PROGRAMME
MINISTRY OF PLANNING AND DEVELOPMENT

BACKGROUND
On January 27, 2014 the Republic
of Trinidad and Tobago, through the Ministry of Planning and Development (MPD)
and the Inter-American Development Bank (IDB) entered into a contract for the
Global Services Offshoring Promotion Programme (TT-L1038), to support the
advancement of Trinidad and Tobago’s positioning as a renowned location for
global provision of Information Technology enabled Services (ITeS). The
programme, which is currently being executed by the Ministry of Planning and
Development, is expected to increase exports and employment in the ITeS sector
in Trinidad and Tobago, through sector-specific training and support services,
investment promotion and branding and capacity building to improve the business
climate and regulatory framework. The direct beneficiaries of the Programme are
students, the unemployed and underemployed who will receive training in the
Global Services Internationalization Hub; exporting ITeS companies who require
additional qualified labour to scale their exports; and Small and Medium
Enterprises (SME) who wish to increase their export capacity, based on the
Program components described below. In order to achieve these objectives, the Program
is comprised three main components.
Component I. Global Services Internationalization Hub (GSI Hub)
The establishment of a Global Services
Internationalization Hub (GSI Hub) to provide technological infrastructure
enabling plug-and-play operations for investors; and workspaces for students
and local service providers designed to foster networking, collaboration and
research and development, sector-specific internationalization training, career
advisement, job placement, technical, export readiness training and support
services targeted to companies and entrepreneurs in the ITeS industry as well
as space for rent by companies in the ITeS industry.
Component II. Investment Promotion and Sector Branding
Investment promotion and branding with the design and
implementation of a sector branding campaign and global services promotion
forums to provide Trinidad & Tobago with a unified communication strategy
for promoting the ITeS sector internationally including:

Diaspora Engagement for
Internationalization
iii.
Sector Data Collection and
Analysis
Component III. Capacity Building to Update Policy and Regulatory
Framework
The objective of this component is to improve the
Business climate and improve and update the regulatory framework and build
capacity for the ITeS sector which includes the implementation of policies,
legislation, administrative regulations and best practices that are needed to
in key areas such as intellectual property, electronic payments and financial
regulations.
To ensure that the targets in
relation to the establishment of the GSI Hub are met the Ministry of Planning
and Development is seeking to engage the services of an individual to provide
expert technical ICT advice to ensure that the Programme’s activities are
executed in a manner that is in keeping with international standards and global
best practices.
2. OBJECTIVES OF THE CONSULTANCY
To provide substantive expert
technical ICT advice and support to ensure that the GSI Hub is outfitted with
the leading-edge technology and ICT infrastructure to support the delivery of
the expected results of the Programme and services in accordance with best
practices and international standards.
3. SCOPE OF SERVICES, TASKS AND EXPECTED
DELIVERABLES
The selected individual will be
responsible undertaking an assessment of the available space, project’s
objectives, similar projects and facilities globally and provide specialist
advice on the Network and ICT requirements (including Internet Bandwidth),
Scope of Works and Services required to achieve the expected outputs, whilst
satisfying the relevant Standards. The scope of work shall include but not be
limited to the following:
I.
Undertake an assessment of the
site, the project’s requirements and international best practices. Review the project’s objectives,
research similar concepts globally to understand standards, conduct site visits
and stakeholder meetings to understand the project’s requirements, target
audience and expected outcomes.
II. Determine Network and
other ICT requirements as follows:

Based on
the needs, market and site assessment propose a Network Design concept and high level ICT plan for the project. Refine the concept based on stakeholder
comments.
●
Map out
detailed Network Design and ICT plan for optimal service delivery inclusive of
broad Network Design from an operational level incorporating both functional
and non-functional requirements, hardware and software for the fulfilment of
the objectives.
●
Define
requirements inclusive of Scope of Work, detailed Terms of Reference for ICT
Infrastructure, Bill of Materials to build out the recommended network
including all technical specifications for software and hardware proposed as
well as all other requirements to bring the GSI Hub to a state of readiness
from an ICT standpoint and to maintain, manage and upgrade the system.
III. Assist with the Selection of Firm to undertake the work and
provide Oversight.
Participate in the evaluation process for the selection of a suitable firm to
undertake the necessary work, select, procure and install the necessary
hardware and software. Provide oversight in the selection, installation and commissioning
of the network and ICT equipment at the GSI Hub.

Technical recommendations report. Based on
the evaluation of firms undertaken, prepare a report summarising technical
recommendations for inclusion in the evaluation report for the Selection of
Firm to undertake the work.

Progress reports. Provide oversight in the
installation and commissioning of the network and ICT equipment at the GSI
Hub and prepare weekly progress reports.

The reports and deliverables
shall be submitted to the Programme Manager for comments and revision by the
consultant before final acceptance. The reports will conform to a format
approved by the Programme Manager.
All reports shall be provided in
soft copy and become the property of the Ministry of Planning and Development.
Additionally, as requested by the Programme Manager, the Consultant may be
required to make presentations to the project team and other key stakeholders
based on the deliverables.
All payments will be made upon submission review and acceptance by the
Client.
5. CHARACTERISTIC OF THE CONSULTANCY
i) Type of Consultant: Individual
ii) Expected start date and duration: Q1
2017 for a period of 12 weeks.
iii) Work Location: Trinidad and Tobago, with
visits to the Ministry of Planning and Development and the GSI Hub building (25
Ramsaran Street Chaguanas) when required.
iv) Qualification and Experience:
The Technical Consultant must
have a Degree in Business Information Systems, Computer Science, Information
Technology or other ICT-related field with a minimum of ten (10) years of
experience. A combination of qualifications and practical experience would be
considered.
Knowledge, Skills And Abilities Required:
The Consultant must have the
following:
At least 8 years of experience in
identifying, designing and implementing ICT solutions including business
analysis, project management and oversight, supervising consultants, preparing
budgets as well as project procurement, etc.
Knowledge and experience in
sourcing and installing ICT hardware as well as new and emerging technologies.
6. COORDINATION
The Consultant will report to the
Programme Manager and work in collaboration with the Project Team (IDB, Public
and Private Sector Entities), stakeholder agencies and the MPD in the execution
of the above mentioned responsibilities. The Staff of the Project Execution
Unit will provide access to background information, project plans and reports
to facilitate the work of the consultant.
